Every business in the Horowhenua can be listed for free, and most of them already are. Premium is for businesses that want to sit at the top of the page instead of in the middle of it.
Straight up: this directory is new. 70 businesses are listed so far and it is still being built out. If you want to wait and see how it goes, that is a completely reasonable call and your free listing stays free either way.
